This MOC by Toa Cerullia is entitled Tuyet.

The designs that are being explored here are visually captivating because of the contrast of colors being employed, with the predominance of blacks and the highlights of blue, and of course Tuyet’s eyes and tools, make this MOC stand out among similar designs for Toa, particularly Toa of Water and other creations utilizing blues in their color palette.

In Toa Cerullia’s words:

The goal was to have black be her primary color and blue as her secondary, although I’m stuck on whether to make the rahkshi heads blue or black.

With the eyes, I thought lime green/yellow would be a better choice than the usual red since it looks less menacing. While we know Tuyet has gone bad, she still holds the appearance of a heroic Toa.

I’d say that visual balance between villainous and heroic has been nicely achieved. If there are any more variants of this MOC to come, I’m looking forward to it!
