Like pretty much all GA-KORONANS, this character doesn’t show up until you’ve saved the village. To see her, you need to walk over to where the reconstruction is taking place, and suddenly she’ll just show up on the dock and ask you if you’d like to go to TA-WAHI, PO-WAHI, or if you’d just like to stand around and check out the local views.
