After you save the villagers from GA-KORO, you can see a bunch of them exit the hut with NOKAMA in this video . After that, you can see two of them discussing a large fish, and you can see another one tinkering with some sort of fishbone construct.

To build this one, all you need to do is give MAKU a blue KAKAMA.
