You can find him by turning around just after you’ve entered TA-KORO through the front gate. You’ll have to look all the way over to the left to see him, though.

To build this one, swap JALA’s legs with a TAHNOK VA’s, give him a red MIRU, leave the disc on his back, and since LEGO® hasn’t made anything that really resembles that forked staff, you can wedge the TAHNOK VA’s FIRESTAFF in his right hand. Convenient how you get a spare one with the feet, isn’t it?
