JrMasterModelBuilder is currently attending Brickfair Virginia, where one of the BIONICLE® Set Designers has brought in the Makuta set that would have accompanied the G2 BIONICLE series, minus the Mask Of Ultimate Power. Unfortunately the G2 series has been canceled, presumably along with the new mask, but JMMB kindly provided these pictures.

If I’m not mistaken, the would-be-official Makuta is sitting behind a few other MOCs in a custom built black-light Box designed by Andrew (Black Six) of BZPower. The box was designed to highlight the phosphorescent glow some parts emit under ultraviolet light. Unfortunately most recent parts don’t glow, which is a shame since some of those other MOCs in there would have looked (more) fantastic.

According to JMMB and his associates, this Makuta can be built from the following sets, so it is apparently possible to make him (minus the decal on his torso), though no instructions are currently available:
