I think he’s got it right this time. Jon Chown, who wrote in with a proposed modification to the TURAGA NUI design, just sent in a different solution, and I think this one is correct. To modify the model, you need to disassemble the pelvic section between the red and green heads. The two ‘L’ shaped pieces need to be flipped around so the small leg sticks forward instead of backward. The rubber band can then be removed forever, and everything else can be reassembled as per the original design.
